RAD/Section 18 Blend Resident Update
Activities Completed (2025)
HUD approved the Demby Terraces and Parkside Estates redevelopment and financing plan on 09/30/25 and issued a RAD Conversion Commitment.
IHC met with HUD in December and January and set an anticipated date to convert the public housing subsidy to project-based vouchers in late February 2026.
Future Activities (2025)

Resident meetings on February 26 to provide update before closing.
One-on-one meetings with residents to sign leases and complete voucher paperwork.
March 2026
IHC anticipates that HUD will approve the conversion from public housing to project-based vouchers early March 2026. The owner and property manager will change as of the date of closing (please see enclosed letters).

Relocation and rehabilitation will begin and continue in phases throughout both Demby Terraces and Parkside Estates on a parallel path from March 2026-May 2027.

Estates residents one-on-one, and host resident group meetings as the rehabilitation progresses over a 14-month period.
