How to Access RFP Documents

All solicitations are published through the Housing Agency (e-Procurement) Marketplace.

  1. Visit ha.internationaleprocurement.com.

  2. Already have an account? Enter your login information at the top left of the page.

  3. New vendor? Click “Sign Up Now” and select “As a Vendor” to create your account.

  4. Follow the instructions to complete registration.

Vendor Invoice & Payment Process

Payment Terms: 30 days from receipt of invoice

Submittal

Email all invoices to inksterap@inksterhousing.org. Invoices must include:

  • A valid IHC-issued PO number (with available funds)

  • Unique invoice number (max 15 characters)

  • Vendor name and remittance address

  • Invoice date

  • Itemized goods/services (quantity & unit price)

  • Total amount due

  • Work Completion Form (for services)

  • Proof of Delivery (for goods)

🚫 Quotes, statements, or work orders are not invoices and will not be processed.

Processing

Invoices are reviewed in order of receipt (oldest to newest).

Payment Methods

  • ACH / Direct Deposit

  • Paper Check

Unpaid or Rejected Invoices

Invoices may be rejected if:

  • Invalid or missing required details

  • PO number not included

  • Missing Work Completion Form (services)

  • Missing Proof of Delivery (goods)
